Mars, Jupiter and Saturn Phase Cycles
Mars, Jupiter and Saturn start out the phase cycle being USB (under Sun’s beams) with Sun “chasing” after them. The orb for being USB is 15° so effectively when Sun is in concourse with Mars, Jupiter or Saturn they are USB. As the faster star, Sun closes the gap and bodily joins Mars, Jupiter or Saturn at 3° distance and Mars, Jupiter or Saturn are no longer USB.
Since Sun is the faster star, Sun will separate from them at 1° at which time those 3 stars are once again USB (under Sun’s beams). Mars, Jupiter and Saturn emerge from USB when Sun has separated by 15°. In these specific instances we say Mars, Jupiter or Saturn are in a morning rising. This has nothing to do with the Ascending Degree or the Descending Degree.

“How can Jupiter be rising when Jupiter and Sun are setting in the 7th House?”
Congratulations are in order because you just botched the interpretation. So, congratulations.
Did we say look at the houses? No, in fact, we said to ignore the houses.
Astrology is a rules-based scientific study of Fate. The rule doesn’t say “see what house(s) Jupiter and Sun are in.” The rule says “look at the relationship between Jupiter and Sun.”
Jupiter is 15° away from Sun and emerging from under Sun’s beams and rising.
Now that you’ve established Jupiter is rising…..now you can look at the house. It’s the 7th House. Sagittarius. Jupiter is domiciled there making him both the domicile ruler and the domicile master. The 7th House is marriage.
Question: Will that person marry early in life or later in life?
Answer: Early. He got married at age 19.
Astrology is soooooooooo freaking easy it ain’t even funny. All you have to do is learn the rules, apply the rules to a chart, and you will know everything you want to know. And, probably know things you don’t really wanna know. Well, there you go.

As part of the solar phase cycle, Mars, Jupiter and Saturn will make their first station at roughly 120° distance from Sun. From another view, they are in a right trine to Sun. At this station, the three stars turn retrograde and remain so for a long time, but they are still considered to be rising. This rising is called the achronycal rising because those three stars will rise in the east while Sun sets in the west.
You might have noticed that whenever Mars, Jupiter or Saturn are in opposition to Sun they are always in retrograde motion. The moment Sun separates from the opposition by 1° the three stars are now in their setting phase. Again, this has to do with their relationship to Sun and has nothing to do with setting in the 7th House.
The three stars continue in retrograde motion until Sun is about 120° distant – Sun is in a right trine to them – and now Mars, Jupiter and Saturn make their 2nd station and turn direct. They are still in their setting phase. Eventually, Sun will sneak up behind them and they’ll be USB once again as the cycle begins anew.

To be clear, once a star separates from Sun, that star is then considered rising even while still under the beams correct?
This is how I understand it :).
Based on articles avaliable here being under the Sun’s beams and being rising= these two conditions don’t exclude themselves.
